Indian civil servants asked to apply for masters in Tokyo; List of 3 courses

THE government has encouraged its civil servants to apply for one-year-long masters courses in law and public policies in Tokyo’s premier institutes like Kyushu University and National Graduate Institute for Policy Studies (GRIPS). The courses, which will begin from…
October 2014, are under the Young Leaders Programme (YLP), and Japan will provide scholarship including return airfares for the selected lot. The programme on law is aimed at people already working in legal departments of the governments and businesses, and also judges, public prosecutors etc. And the courses on public policy in government are geared for “exceptionally promising young government officials who have already shown their dedication through work experience in public administration.”
The school of government course (public policy in central government), on the other hand, is designed to train and cultivate national leaders in their respective fields of government who are seeking to take advantage of Japan’s experience of interaction with both Western and Asian countries and to establish a human network through various activities such as special lectures, colloquiums, independent study, field trips etc.
The lectures will be given in English. In principle, the applicants for all those courses should be under 40 years of age as on October1, 2014 (i.e. born on or after October 2, 1974). The selected candidates will have to obtain “college student” visa prior to their arrival in Japan. It’s also made clear that an officer working in military service, or a civilian employed by military forces, will not be eligible to take part in the course.
The selected candidates will get an allowance of 242000 yen (roughly Rs 1.6 lakh) per month for one year.
The Indian government officers need to send their application to DoPT’s training division through their administrative departments latest by October 7, 2013.
