UPSC’s Single Window System to fast-track direct recruitment

IN AN attempt to cut down delays for direct recruitment for ministries through interviews, the Union Public Service Commission (UPSC) has introduced a Single Window System for accepting requisitions. The move is expected to reduce delay in finalizing recruitment proposals due to shortcomings or discrepancies in requisition.
According to the proposals, the ministry…
which needs to fill up a post through direct recruitment will send an officer not below the level of under secretary to appear in UPSC’s office after seeking prior appointment. The officer has to carry among others recruitment rules/service rules, the amendments if any, notification regarding educational qualifications for the post etc., an Office Memorandum dated July 4, 2012 said.
Currently, there are major delays in filling up vacant posts through UPSC interviews.
The technocrats, among others, are recruited through this route. Current deputy chairman of Planning Commission Montek Singh Ahluwalia, for example, was not an IAS but was a direct recruit through UPSC. He later went up the ladder to become secretary of department of economic affairs.

Action and Appointments
a) Udai Pratap Singh, a 1984 batch Jharkhand cadre IAS, presently working as joint secretary in the ministry of steel has been appointed as Chief Executive Officer of Khadi and Village Industries Commission, at Mumbai.
