Guns But No Roses: Court directs framing of charges against ex-Nagaland chief secretary for obtaining more than permitted arms licenses

IN A case dated back to late 1980s, a Delhi court has now ordered framing of charges against former Nagaland chief secretary and 1968 batch IAS officer SS Ahluwalia for procuring arms licences more than what was permitted to him by allegedly resorting to forgery.
The officer is accused of obtaining five arms licences when there were sanctions only for three. The issue will crop up on February 10, 2010 when charges will be framed against Ahluwalia who was the then secretary and commissioner of labour and employment in Nagaland government. The charges include cheating, forgery and the other offence under the IPC. Also, it also directed that the charges should also be framed against the officer under the Arms Act.
Delhi Special Police had earlier investigated a case of extortion and disproportionate assets against the Mr Ahluwalia who was first inducted into Army in 1964, moved up to the rank of captain before getting selected for IAS.
Former Nagaland chief minister Hokisha Sema in a letter dated December 4, 1986 to then minister of state for home P Chidambaram, accused Mr Ahluwalia of accruing assets disproportionate to his known sources of income, some of which as alleged in that letter were an air-conditioned cinema house in Agra, residential properties, one in Delhi’s South Extension and another in Greater Kailash Part I, land in Gwalior and Chandigarh.
He had served as deputy commissioner of Kohima district from June, 1975 to December, 1976, director in the ministry of home affairs (July, 1978 to August, 1979) and then a director in DoPT, both on Central deputation. He also attended a diploma course in advanced studies in development administration at the University of Manchester (UK) from September, 1980 to June, 1981. He was again posted in DoPT and handled matters related to administrative reforms from June, 1981-to March, 1984.

Police hunts for ex-Punjab IAS couple’s son
Son of a former IAS couple in Punjab is back in news again. Ranjit Bajaj, son of retired IAS officers B R Bajaj and Rupen Deol Bajaj has been booked for attempt to murder by the Haryana Police. He is on run after allegedly assaulting Gurmohan Singh, son of former Punjab and Haryana High Court judge MMS Bedi last Friday night. The Haryana police has now dispatched a search party to locate the accused in Mumbai and arrest him.

Shivaji Rakshit takes over as secretary, Railway Board
Shivaji Rakshit, a 1975 batch Indian Railway Accounts Service official took over as secretary, Railway Board with effect from February 2, 2010. He had earlier served as FA&CAO, South Eastern Railway from the year 2008 onward. Apart from holding various positions on Indian Railways, Mr Rakshit served in Chittaranjan Locomotive Works between 1999-2000, Metro Railway, Kolkata in 2003-04, Executive Director/F(S), Executive Director/Accounts in Railway Board during 2004 to 2007.

Action and Appointments
a) UN Panjiyar, a 1973 batch Bihar cadre IAS, and secretary in the ministry of water resources, will now hold additional charge of the post of secretary in the ministry of parliamentary affairs during the absence on leave of Anil Kumar, also a 1973 batch UP cadre IAS with immediate effect and up to February 7, 2010.
b) The Appointments Committee of the Cabinet has approved the inter-cadre transfer of BNN Murthy, a 2007 batch Assam cadre Indian Forest Service officer from Assam-Meghalaya cadre to Andhra Pradesh cadre.
c) The extension of tenure of Dr Noor Mohammad, a 1977 batch UP cadre IAS, and Member Secretary, National Capital Region Planning Board under the ministry of urban development, for a period of one year beyond January 5, 2010, has been approved.
d) The Appointments Committee of the Cabinet has approved that Uday Kumar Varma, a 1976 batch MP cadre IAS and special secretary in the ministry of Information and Broadcasting is directed to take charge as Central Provident Fund Commissioner, Employees Provident Fund Organisation. He is however, allowed to hold additional charge as special secretary in the I&B ministry till March 31, 2010.

The post of Central Provident Fund Commissioner, highest in the hierarchy of Employees' Provident Fund Organisation, remained vacant since October 2009 when the then CPFC Mr.K.Chandramouli IAS shifted as Secretary, Department of AIDS Control, Ministry of Health & Family Welfare. On 1.2.2010, Mr.Uday Kumar Varma, IAS took charge as the CPFC. To one's surprise, he managed to get transfer to Ministry of Information & Broadcasting as Special Secretary, a post which he was holding earlier, within a short span of less than a month. Which fool would rush in where angels fear to tread? who will be the next CPFC? Are our bureaucrats are fear of taking challenging tasks?
