DoPT releases a tentative list of 12 universities across the world for which Indian officers will get domestic funding

IF YOU are an Indian government official with nine years of service experience as on January 1, 2011, you can try your luck in as many as 12 universities around the world for which the government would take care of the entire funding. For long term courses, the upper limit of age is 45 years as on April 2011, a government circular said.
The training division of Department of Personnel and Training (DoPT) which will be sponsoring the suitable officers for 2011-2012 under the domestic funding of foreign training (DFFT) scheme, has come out with a tentative list of 12 universities.
These are Asian Institute of Management, Manila, (MDM management), University of Birmingham, UK, (MPA, public administration), University of Ljubljana, Slovenia, (Green MBA), Maxwell School, Syracuse University, USA (Executive Master in public administration), ISS, Hague, Netherlands (MA in public policy and management), IDS, Sussex, UK (MA in governance and development governance), University of Duke, USA, (MA in international development policy), Hubert H Humphrey Institute, University of Minnesota, USA (MPA, Public Administration), Harvard Kennedy School, USA (Mason Program, public policy/administration), Australian National University (master in public policy), Carnegie Mellon University, Australia, (Master in public policy and management), Lee Kuan Yew School of Public Policy and National University of Singapore, Singapore, (Master in public management).
The officers belonging to the IAS, Central Secretariat Service, State Civil Services, Central Secretariat Stenographers Service (Gazetted) (CSSS) and such officers of the other two All India Services viz. Indian Police Service (IPS) and Indian Forest Service (IFS) and organized Group ‘A’ Central Civil Services, who are holding posts on deputation under the Central Staffing Scheme, are eligible to apply, in response to this DoPT Circular, for training programmes abroad.

Govt decides not to fill up CMD posts for a few PSUs

FOR those eyeing top jobs in Indian public sector undertaking (PSUs), here is the bad piece of news first. The PSUs such Triveni Structurals Ltd. (TSL) and Hindustan Photo Films Manufacturing Co. Ltd. (HPF) have decided not to appoint full-fledged chairman cum managing directors (CMDs), at least for now, citing poor financial health of the companies. But in PSUs like Tyre Corporation of India Limited (TCIL) and Cement Corporation of India Ltd. (CCI), the process of appointing CMDs have begun.
As was stated by Arun Yadav, minister of state for heavy industries and public enterprises in the Lok Sabha on Thursday, AK Jain, CMD, Bharat Pumps and Compressors Ltd, will continue to hold additional charge of CMD, TSL as well as Tungabhadra Steel Products Ltd. (TSPL). In HPF, a decision has been taken not to fill up the CMD post on a regular basis and manage the post of CMD, HPF through additional charge. Currently, Director (F), HPF is holding the additional charge of CMD.
Yet, in some other PSUs, the process of appointment has begun. In case of Tyre Corporation of India Limited (TCIL), a proposal for appointment of CMD has been submitted to DoPT. There too, Director (F), is holding the additional charge of CMD. For CMD’s post in Hindustan Salts Ltd. (HSL) too, the process of appointment has just begun. For CMD’s post in Cement Corporation of India Ltd. (CCI), PESB recommended the names of two persons, and CVC clearances have been obtained, the minister informed the House.

Vacancies in Railway Hospitals
There are currently 70 vacancies of doctors in 125 Railway hospitals across the country, a government release said. And out of 586 health units in railways, only 17 health units have vacancies of doctors. Significantly, short term vacancies in hospitals and health units are being managed by taking doctors on contract basis.

Global cues for Indian Babus: Retired Korean bureaucrats clinch high paying bank jobs

RETIRED bureaucrats with a fair amount of financial exposure are the most sought after candidates to fill up top jobs in Korean banks, a South Korean media report has said. Among 13 commercial banks in the country, eight employ FSS (Financial Supervisory Service) retirees as their standing auditors. The FSS is a quasi-governmental organization that monitors the country's financial organizations. Also, bureaucrats with experiences in a pure government arm, Board of Audit and Inspection (BAI), are also considered for high paying banking jobs in the country, a report published in Korean Times has said. Critics have, however, claimed that the banks’ strategy to woo former bureaucrats for top auditors’ posts is mainly to lobby the iron-fisted government financial bodies there.

Babu Blogger’s Take: In India, retired bureaucrats are in demand in infrastructure sector though the most high profile instance of a retired IAS clinching a plum private sector post is of former industry and finance secretary Ashok Jha’s joining as President of Hyundai India last year with an annual pay package of about Rs 1.8 cr.
