Centre relaxes norm to continue IAS Ishita Roy’s deputation tenure for one more year


THE Central government has relaxed its policy to extend the central deputation tenure of Ishita Roy, a 1991 batch Kerala cadre IAS officer and joint secretary in the department of higher education, for a period till June 30, 2019, “beyond the approved combined tenure of seven years up to 01.09.2018, in relaxation of the policy”. THE Appointments Committee of the Cabinet (ACC) on Monday issued a series of orders and approvals, the key highlights being the rejection of a ministry of home affairs’ (MHA) proposal to extend the deputation of an IPS officer, and then the upgradation of two DIG level posts in the CBI for the officers who will be supervising the VYAPAM and Ponzi Chit Fund Scam cases. Chhattisgarh, West Bengal have spared the least number of IAS for Central deputation; more than the prescribed number of Kerala IAS in Delhi now

Ministers made empowered to take a call on deputation of officers beyond 5 years; no need to refer cases to DoPT

IF A ministry or a department or any other borrowing government organization wishes to retain an officer on deputation beyond five years, it can now do it with the approval of the minister concerned, without the case being referred to the department of personnel and training (DoPT). Govt proposes 7 years long posting in Delhi, abroad for officers on deputation

THE Centre has proposed to allow a seven-year-long posting on central deputation and foreign assignments, a move that will cut down the number of requests from serving bureaucrats to extend their tenure beyond the usual five years. For most of the foreign postings, the current tenure is just three years and officers get extension if there is a delay in selection of the successor. Round 2 of extension in CBI: List of 6 officers getting extension, 2 new appointments

IN LESS than a fortnight, the Centre has undertaken the second round of extension of officers in the Central Bureau of Investigation (CBI), India’s premier investigating agency. The Appointments Committee of the Cabinet (ACC) headed by prime minister on Wednesday extended the Central deputation tenure of six CBI officers and made two new appointments -- Amrit Mohan Prasad of Odisha cadre and AK Sharma of Gujarat cadre -- both of whom will now be new joint directors in the CBI. On April 8, as many as six CBI officers were given extension whereas two officers were prematurely repatriated to their respective cadres. Why Bengal CM was kind towards rail minister’s PS Vandana Yadav?

LAST year, West Bengal chief minister Miss Mamata Banerjee turned down the requests of many IAS and IPS officers who wanted to come to New Delhi on Central deputation. The most prominent rejection was then Birbhum district magistrate and 2002 batch IAS Soumitra Mohan who finance minister Pranab Mukherjee wanted to be his private secretary in place of Manoj Pant who was to fly to Washington DC to become senior adviser to ED in World Bank. Miss Banerjee was however very kind towards one officer: 1998 batch IAS Vandana Yadav who was allowed to come on Central deputation. She became Mukul Roy’s private secretary in the ministry of shipping.
Now, Ms Yadav has been laterally shifted from the ministry of shipping to the ministry of railways. Ms Yadav will now be Roy’s private secretary in the Rail Bhawan. But why Ms Yadav in the first place got Mamata Banerjee’s nod to come to Delhi when CM even refused to consider Pranab Mukherjee’s pleas? Here is the answer...
