ON SATURDAY — April 21— civil servants gathered in New Delhi on the occasion of the annual Civil Services Day to brainstorm what has been achieved so far, and what all could be done next to improve the delivery of services to the citizens, among others. Diplomat M Manimekalai is India's evacuation specialist; gets PM's Award

IT WAS over one year ago. Ms M Manimekalai, a 1981 batch IFS officer was then Ambassador of India in Libya. Uprising against Libyan dictator Col Gaddafi was at the peak. The authoritarian regimes at Tunisia and Egypt had by then collapsed. There were air strikes in the capital city of Tripoli and elsewhere from European countries. Ms Manimekalai’s mission was to act like a full-fledged crisis management authority and evacuate more than 16,000 Indian nationals working in various companies such as Punj Lloyd, OVL, OIL etc. They were stranded in war zones of Benghazi, Tripoli etc.

One year later, on April 21, 2012, Ms Manimekalai received the prestigious Prime Minister’s Awards for Excellence in Public Administration 2010-2011 at the individual category. If Tessy Thomas is India’s missile woman post Agni-V’s success, Manimekalai is India’s evacuation specialist, playing a key role in saving the lives of 16,000 Indians.

Civil Services Day: PM's Awards for Excellence given for 5 outstanding initiatives

PRIME Minister Dr Manmohan Singh is inaugurating the Civil Services Day in New Delhi on Thursday. On this occasion, he will also give away the “PM’s Awards for Excellence in Public Administration” for the year 2009-10. Those who are receiving awards are:

a) Bridging the Gap –Turnaround of Bihar Rajya Pul Nirman Nigam

b) Success Story of Malkapur 24x7 Water Supply Scheme (Maharashtra)

c) Education and Training Centre – Dreams to Reality, Navi Mumbai Municipal Corporation, (Maharashtra)

d) Sickle Cell Anemia Control Programme, Government of Gujarat

e) Sustainable Plastic Waste Management, Himachal Pradesh.

All officers of Central and state governments individually or as group or as organization are eligible. The award includes a medal, scroll and a cash amount of Rs 1 lakh. In case of a group, the total award money is Rs 5 lakh subject to a maximum of Rs 1 lakh per person. For an organization this is limited to Rs 5 lakh.

Minister of state for personnel, public grievances and pensions and PMO V Narayanasamy, cabinet secretary KM Chandrashekhar and principal secretary to Prime Minister TKA Nair will be among those present on the occasion.

Transparency and ethics in governance, improvement of public service delivery systems and challenges of economic management are among the issues that will be deliberated in the day long proceedings.

Action and Appointments

a) Kapil Dev Tripathi, a 1980 batch Assam cadre IAS, has been appointed as secretary, Central Vigilance Commission, in the rank and pay of additional secretary in the vacancy of KS Ramasubban, a 1976 batch West Bengal cadre IAS who has retired.

b) Atul Chaturvedi, a 1974 batch UP cadre retired IAS has been appointed as principal adviser in the Cabinet Secretariat on contract basis for a period of three months from the date of assumption of charge.
