Pulok Chatterji puts up a smiley front; shows there is nothing to worry about

IT'S a rare moment to spot top bureaucrat and principal secretary to PM Pulok Chatterji with a smiley face, at least in a public function. In most occasions this powerful but media shy bureaucrat remains outside the reach of TV and still cameras, and where he has no options but to be seen alongside the Prime Minister, he looks serious and even hassled. Then, what was this occasion in the midst of current political uncertainty, where Chatterji and a minister of state in UPA government were spotted while sharing a lighter moment?
The occasion was the Cauvery River Authority meeting held in New Delhi on Wednesday, and chaired by Prime Minister Manmohan Singh. And the man who kept Chatterji in humour was the minister of state for water resources and minority affairs Vincent Pala.
In this season of political uncertainty triggered by Trinamool Congress’ withdrawing of support in the wake of steep hike of diesel prices and introduction of FDI in multi-brand retail, a smile could well be the prettiest thing a top bureaucrat in corridors can wear.

Action and Appointments
a) Arun Kumar Jain, a 1977 batch Nagaland cadre IAS, presently adviser, Inter State Council Secretariat under ministry of home affairs has been appointed as Secretary General, National Human Rights Commission, in the pay of an additional secretary. Significantly, only last month Jain was shifted from Prasar Bharti where he was a Member to Inter State Council Secretariat.

  1. Chatterji is one the backroom boys for PM's recent reforms drive. He is the man who can convince Sonia Gandhi about the need to have FDI in retail. Chatterji is the man who crushes any confusion between PMO and 10 Janpath
