THREE IAS officers of 1984 batch — T Jacob of Tamil Nadu cadre, Ms Smita Nagaraj, also of Tamil Nadu cadre and Nikhilesh Jha of Manipur cadre — were on Monday appointed as special secretary in the rank and pay of union secretary.
