ON SATURDAY last, the oldest ICS officer Valluri Kameshwara Rao or VK Rao as he is popularly known, turned 103. A 1937 batch Indian Civil Service officer, Rao was chief secretary of Andhra Pradesh and principal secretary to the President N Sanjeeva Reddy et al.
