THE CENTRAL government on Monday appointed former Intelligence Bureau chief and 1979 batch retired IPS Dineshwar Sharma as the interlocutor in Kashmir, bestowing on him the rank of a cabinet secretary, the topmost rank in Indian bureaucracy.
