Secretary empanelled 1983 batch IAS officers given special secretary rank; Bhaskar Khulbe is now Secretary to PM

ALL 1983 batch IAS officers who were already empanelled as union secretaries, are now designated as special secretaries with effect from July 29, 2016, by temporarily upgrading the posts held by the officers. According to rules, the moment the senior-most officer of the batch is appointed as secretary, all her batch mates empanelled as secretaries, get elevated to the rank of a special secretary. Special secretaries have the same rank as secretaries and receive the same salary as that of a secretary. Here are the newly elevated officers:

ON July 10, a DoPT order named its new additional secretary as Bhaskar Chandra Khulbe. He is a 1983 batch West Bengal cadre IAS who had earlier tenures in the ministry of home affairs (MHA), cabinet secretariat and also in personnel department, DoPT.
