Massive IPS recruitment drive may become a reality soon; junior state police officers to gain

FOR junior ranking police officers of various states, it’s a rare chance to clinch the IPS status. If home minister P Chidambaram has his way, the department of personnel and training (DoPT) and the Union Public Service Commission (UPSC) may have to change rules to conduct a special recruitment drive, open to serving junior ranking police officers from State and Central police forces, to fill about 490 IPS (Indian Police Service) posts.

To overcome the shortage of direct recruitment quota of IPS officers, the ministry of home affairs (MHA) has proposed to fill about 490 posts in that quota through the mode of Limited Competitive Examination in a time span of seven years. The unique proposal is under consideration by DoPT and UPSC. Minister of state in the MHA Ajay Maken revealed it in written reply to a question in the Lok Sabha on Tuesday.

IIM-A discontinues course for bureaucrats 

India’s top B-school IIM-A has suspended a course specially designed for bureaucrats understandably after the government had refused to pay more money for its sponsoring candidates. IIM-A said it will not be announcing admissions to its one-year course, Post Graduate Programme in Public Management and Policy (PGP-PMP), offered to Group A service civil servants in India since 2007.

According a section of media reports, the hike of fee structure is one of main reasons for the suspension of the course. The DoPT, which sponsors the fees of the selected candidates, has reportedly told the institute its inability to pay Rs 20 lakh fee per student, up from Rs 8 lakh last year, and the 3-year-long MoU between IIM-A and DoPT was not extended.

The government has proposed to fill up the post of chairman, Tea Board at the joint secretary level at the pay band of Rs 37,400 to Rs 67000 (PB-4) with a grade pay of Rs 10,000 on deputation basis. The selected officer will be posted in Kolkata. The officers empanelled as joint secretary at the Centre may apply for the post.

Liberhan demolishes UP bureaucrats; Says they chose to remain deaf, dumb and blind before Ayodhya incident

IF YOU thought Liberhan Commission report on the demolition of Babri mosque has indicted only the politicians and spared the bureaucrats, you are making a mistake. Justice M S Liberhan spotted a nexus between civil servants and politicians leading to December-1992 event, and even quoted Jawaharlal Nehru to say what civil service founded by Lord Cornwallis should stand for. The report of the Liberhan Ayodhya Commission of Inquiry said that bureaucrats became a part of the cartel of the then UP chief minister (Kalyan Singh) and willingly helped the party's manifesto, propagate the caste and communal oriented politics."The police and the administrators were the executors of the designs of the RSS, VHP, BJP, Bajrang Dal, Shiv Sena etc.," section 168.8 of the chapter 14 of the report (page no 950) said. Using harsher words, the report said, "They (civil servants) could have at least attempted to stem the tide of communalism and the rape of democracy. But they chose to remain deaf, dumb and blind throughout and instead became a willing part of the cartel... The police and the bureaucrats of the state not just turned a blind eye to the misadventures of the polity but actively connived with the chief minister and the Sangh Parivar by systematically paralyzing the state machinery" The report further alleged that many of those civil servants were rewarded with plum postings after the demolition as well as tickets for contesting elections. Justice Liberhan also hinted that then UP chief minister Kalyan Singh's mass transfer of some of the officers out of action, and getting in officers of political choice was a part of a larger design. CISF personnel hired out to private cos Central Industrial Security Force (CISF) personnel are being hired out to private companies. So far Infosys Technologies has hired 101 personnel whereas Electronics City, Bangalore hired 68 personnel. No dearth of manpower to make Delhi safe before C’Wealth Games, says Maken; State DGPs sensitized

THERE would be no dearth of manpower to make Delhi safe in the run-up to the Commonwealth Games, said minister of state for home Ajay Maken indicating that more police officers could be engaged in duties in the capital city of Delhi to make the mega event incident-free. Also, Director Generals of Police of various states are being sensitized to ensure a safe and secure environment in Delhi which is hosting the Games one year from now. The minister was speaking at the conference of security liason officers of Commonwealth countries and representatives of Commonwealth Games Associations (CGAs), begun in New Delhi on Wednesday. Union home secretary G K Pillai and chairman of the organizing committee of Commonwealth Games 2010, Suresh Kalmadi also addressed 76 delegates from 26 participating countries. Mr Maken in his remarks said that the ministry of home affairs (MHA) was fully geared up to make these games free from any security related incidents. The minister said that several task specific and inter-ministerial committees were constituted and their progress was reviewed at different levels, to bring together all concerned agencies for speedy coordination and implementation.

A special drive by global metal company Vedanta to hire Ex-Army officers
