CSS Officers are no way comparable to IAS in the matter of promotion and privileges. In CSS there are only 40 posts of insitu JS. Those CSS Officers who are empanneled for JS are first given in-situ promotion against those forty posts. In situ promotion was made twice in 1997 and 1999 and SOs were made US situ because these Section Officers were stagnating as SO for nearly 18-20 years.There are still some USs who have put in 13-14 years as Under Secretary and they have to wait for another 2-3 years to become a Deputy Secretary. Minister of State for Personnel on 22.7.2012 had ordered Secretary(Personnel) for taking measures to ward off acute stagnation in CSS and arriving at a mechanism to promote officers in time bound manner but when the file was sent to Secretary for in-situ promotion it was rejected.The duties and responsibilities of DS and Director are same but DSs who are mostly CSS officers are in PB:3 and Directors are in PB:4. But IAS officers do not need sanctioned post for their promotion. Can anyone tell, who has created and sanctioned the post of Special Secretary and what is the justification for this post.
