Know Your Babu: Newly-appointed MHA additional secretary Rajni Sekhri Sibal is also an author on cows


LAST week, 1986 batch Haryana cadre lAS Ms Rajni Sekhri Sibal was appointed as additional secretary in the ministry of home affairs (MHA). She was working as the Director General in the National Institute of Entrepreneurship and Small Business Development (NIESBUD) when the order came. But here’s a factoid about this officer. This 58 years old bureaucrat is also the author of “Kamadhenu: Cows of India”, one of the few well-researched books on cows and possibly the only one written by an experienced bureaucrat. Her tenure as a joint secretary in the department of animal husbandry helped her understanding various breeds of cows in India. But she has made the facts even more fascinating by incorporating local beliefs and myths about those desi cow breeds. The book is considered a must-read for dairy experts and institutions connected to milk production in India. 
Mrs Sibal topped the civil services examination and was selected for IAS in 1986.
She first came into prominence in 1999-2000 when she took a brave stand to punish the culprits in Haryana’s Junior Basic Training (JBT) teachers recruitment scam. BoI in a post published in 2013, wrote: “When her transfer order came, she wrapped the steel almirah with the actual list of results lying inside, with four-metre-long cloth and bandages, making it impossible for anyone to open the almirah and temper with the list. Insiders say, her small act of wrapping the almirah was in fact a big step towards spotting a huge scandal”. Former Haryana chief minister Om Prakash Chautala, his son Ajay Chautala and several others got convicted in the scam and were sent to jail.
Sibal is a post-graduate in psychology and economics. Also, she is a diploma holder in French. She also served as Director General of Haryana Institute of Public Administration, Gurgaon and prior to that as deputy commission in Rewari district.
